A number of factors need to be taken into account. Persija played two games behind closed doors and two games at the smaller Lebak Buluk Stadiums costing them perhaps 60,000 which means their average attendance would be up over 21,000.
Arema were forced to play one game behind closed doors or their average would be up over 28,500. And Persipura played several home games in makassar which cost them approximately 15,000 per game.
Above numbers based on figures in today's Top Skor which in turn are based on ISL numbers.
For context the same report suggests figures in the J League are 15-17,000 per game.
